Libyan Army keeps testing new heat seeking weapons systems in the East of the country, these are not easy measures, the army hates to use them, to tilt the balance of major military operations, we have reached a point where these weapons must be put into effect, we hope civilians in the East vacate areas near rebel bases and move further from rebel held territories, arms depots, cause usage of these weapons can raze down and burn large areas of human habitat. NATO used such types of weapons on Libyan civilian targets, all units of Libyan army has them, they were forbidden to be used by Moammar Algathaffi, the new leadership of Libyan green resistance hesitantly agreed to put these weapons into service, the target is western forces, they will be directed on French, American, Israeli, Qatar, British and Turkish targets in the East of Libya and Misrata, we repeat again, civilians must vacate rebel held areas. These weapons generate uncontrollable amounts of flames reaching beyound 100 000 degrees, so every thing on it's path that is liquid and flammable will burn. 95% of Libyan weapons are still intact, rebels have 5% of the national weapons and many rebel weapons are provided by NATO, most weapons hidden in the bunkers are still with the army, and when the army returns to all city street battles, it will a business not worth repeating, no retreat, no sign of defeat and death to every villain that dreamed, and had the fantasy of invading Libya. There is still massive infighting inside the army about putting these weapons into effect, the army left many theatres of the coastal areas, pulled out in Eastern theaters without deploying these deadly mechanisms. Libya Says Mission Critical in Helping Country Move towards Rule of Law, Prosperity
The Security Council this morning extended the authorization for the United Nations Support Mission in Libya (UNSMIL) for one year, with a modified mandate subject to review within six months, while also adjusting the sanctions regime imposed on the country at the start of last year’s civil war.
According to the provisions of resolution 2040 (2012), adopted unanimously today, the modified mandate includes assisting the Libyan authorities to define priorities and matching their needs with offers of strategic and technical advice, as well as supporting Libyan efforts to manage the transition of the country to an inclusive democracy, promote the rule of law, protect human rights, restore public security, counter illicit proliferation of weapons, coordinate international assistance, promote national reconciliation and hold free, fair and credible elections.
While maintaining the embargo on Libyan import or export of weapons as originally imposed by resolutions 1970 (2011) and 1973 (2011), the Council terminated the wide authorization for Member States to conduct inspection for sanctioned cargo. It also extended the mandate of the Panel of Experts that supports the related sanctions Committee, directing it to continue to investigate incidents of non-compliance and coordinate with UNSMIL and Libyan authorities in their prevention of arms proliferation.
The Council also directed the sanctions Committee to continuously review the remaining asset freeze measures imposed by those resolutions in regard to Libyan investment mechanisms and to lift them as soon as practical to ensure those assets are used for the benefit of the Libyan people.
Following the adoption of the resolution, the representative of Libya welcomed the extension of UNSMIL’s mandate, which he said was critical to help the country advance towards the rule of law and prosperity, even though it was still “empty of State institutions”, had not experienced democracy in its recent history and where a dictatorial regime had torn apart the social fabric. He said that the Mission had already established good relations with authorities and civil society in Libya and would be invaluable as the first credible elections were held.
He assured the Council that the revolutionary factions in his country were looking forward to demobilizing, disarming and resuming their normal lives, and he hoped that the remaining sanctions on his country would be lifted after consultations in the next few months. “There is nothing to fear from Libya, not in terms of liberty and not in terms of security threats,” he stressed.

“United Nations Mandate
“6. Decides to extend the mandate of the United Nations Support Mission in Libya (UNSMIL) for a further period of 12 months, subject to review within 6 months, under the leadership of a Special Representative of the Secretary-General, and decides further that the modified mandate of UNSMIL, in full accordance with the principles of national ownership, shall be to assist the Libyan authorities to define national needs and priorities throughout Libya, and to match these with offers of strategic and technical advice where appropriate, and support Libyan efforts to:
(a) manage the process of democratic transition, including through technical advice and assistance to the Libyan electoral process and the process of preparing and establishing a new Libyan constitution, as set out in the National Transitional Council’s Constitutional Roadmap, and assistance that improves institutional capacity, transparency and accountability, promotes the empowerment and political participation of women and minorities and supports the further development of Libyan civil society;
(b) promote the rule of law and monitor and protect human rights, in accordance with Libya’s international legal obligations, particularly those of women and people belonging to vulnerable groups, such as children, minorities and migrants, including through assisting the Libyan authorities to reform and build transparent and accountable justice and correctional systems, supporting the development and implementation of a comprehensive transitional justice strategy, and providing assistance towards national reconciliation, support to ensure the proper treatment of detainees and the demobilization of any children remaining associated with revolutionary brigades;
(c) restore public security, including through the provision of appropriate strategic and technical advice and assistance to the Libyan government to develop capable institutions and implement a coherent national approach to the integration of ex-combatants into Libyan national security forces or their demobilisation and reintegration into civilian life, including education and employment opportunities, and to develop police and security institutions that are capable, accountable, respectful of human rights and accessible and responsive to women and vulnerable groups;
(d) counter illicit proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, clear explosive remnants of war, conduct demining programmes, secure and manage Libya’s borders, and implement international conventions on chemical, biological and nuclear weapons and materials, in coordination with the relevant UN agencies, the Organization for the Prohibition of Chemical Weapons, and international and regional partners;
(e) coordinate international assistance and build government capacity across all relevant sectors set out in relation to paragraphs 6 (a) to (d), including by supporting the coordination mechanism within the Libyan government announced on 31 January 2012, advice to the Libyan government to help identify priority needs for international support, engaging international partners in the process wherever appropriate, facilitation of international assistance to the Libyan government, and establishing a clear division of labour and regular and frequent communication between all those providing assistance to Libya;
“7. Encourages UNSMIL to continue to support efforts to promote national reconciliation, inclusive political dialogue and political processes aimed at promoting free, fair and credible elections, transitional justice and respect for human rights throughout Libya;
“Arms Embargo
“8. Decides to terminate the authorisation granted in paragraph 13 of resolution 1973 (2011) to Member States to use all measures commensurate to the specific circumstances to carry out inspection pursuant to that paragraph, decides further to terminate paragraph 14 of that resolution, and underscores the importance of the full implementation of the arms embargo imposed in paragraphs 9 and 10 of resolution 1970 (2011), as modified by resolution 2009 (2011);
“Asset Freeze
“9. Directs the Committee, in consultation with the Libyan authorities, to review continuously the remaining measures imposed by resolutions 1970 (2011) and 1973 (2011), as modified by resolution 2009 (2011), with respect to the Libyan Investment Authority (LIA) and the Libyan Africa Investment Portfolio (LAIP), and decides that the Committee shall, in consultation with the Libyan authorities, lift the designation of these entities as soon as practical to ensure the assets are made available to and for the benefit of the people of Libya;
“Panel of Experts
“10. Decides to extend and modify the mandate of the Panel of Experts, established by paragraph 24 of resolution 1973 (2011), and decides further to adjust the mandate to create for a period of one year, in consultation with the Committee and taking into account the current areas of activity, a group of up to 5 experts (“the Panel”) under the direction of the Committee to carry out the following tasks:
(a) assist the Committee in carrying out its mandate as specified in paragraph 24 of resolution 1970 (2011);
(b) gather, examine and analyse information from States, relevant United Nations bodies, regional organisations and other interested parties regarding the implementation of the measures decided in resolution 1970 (2011), 1973 (2011) and 2009 (2011), in particular incidents of non-compliance;
(c) make recommendations on actions that the Council, the Committee, the Libyan authorities or other States may consider to improve implementation of the relevant measures;
(d) provide to the Council an interim report on its work no later than 90 days after the Panel’s appointment, and a final report to the Council no later than 30 days prior to the termination of its mandate with its findings and recommendations;
“11. Urges all States, relevant United Nations bodies, including UNSMIL, and other interested parties, to cooperate fully with the Committee and the Panel, in particular by supplying any information at their disposal on the implementation of the measures decided in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011), in particular incidents of non-compliance;
“12. Encourages the Panel, while mindful of UNSMIL’s responsibility for assisting the Libyan authorities to counter illicit proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, and to secure and manage Libya’s borders, to continue its investigations regarding sanctions non‑compliance, including illicit transfers of arms and related materiel to and from Libya and the assets of individuals subject to the asset freeze established in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011), and encourages UNSMIL and the Libyan authorities to support Panel investigatory work inside Libya, including by sharing information, facilitating transit and granting access to weapons storage facilities, as appropriate;
“Reporting and Review
“13. Expresses its intent to review the mandate of the Committee in the event that the measures imposed in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011) and in this resolution, should be lifted by a future decision of the Security Council;
“14. Requests the Secretary-General to report to the Security Council on the implementation of this resolution, including all elements of UNSMIL’s mandate, every 60 days;
“15. These five crazy, futuristic, and veritably frightening weapons may sound like they come from epic sci-fi flicks, but they’re no mere figments of the imagination — they actually exist.From pain rays to guns that can turn people into zombies, these weapons are no longer the stuff of fiction.
1. Speech-suppressing gun
If there were ever a weapon made to fit Big Brother’s world to a T, this is it. Let’s say someone doesn’t want to hear any more of your opinions. All they have to do is point this weapon at you and pull the trigger. This gun was designed by Japanese researchers to silence people by messing with their heads, but how exactly does it work?
Within a distance of 100 feet, a directional mic perched on top of the gun picks up whatever it is the target is saying. The boxy, directional speaker that makes up the bulk of the weapon then plays the sound back with a 0.2-second delay, effectively inducing delayed auditory feedback, a phenomenon caused by the echo of your own voice that interrupts your thoughts and renders you speechless.
While it’s true that the weapon could be used to ensure silence in places like the library, it could also be used to silence protesters, important political figures, and other people who actually have important things to say. Talk about an Orwellian nightmare come true!
This weapon could also prevent you from speaking your mind, but it’s because you’re going to be too busy to talk while you’re throwing up your lunch. Back in 2007, the U.S. Navy signed a contract with a company called Invocon to develop a weapon that uses radio frequency (RF) to affect a person’s sense of hearing and equilibrium. Anyone hit by these waves (which, by the way, can pass through walls) is expected to throw up and experience severe motion sickness — effects that were proven when the company demonstrated the weapon on a very unlucky individual.
In the same year, the Department of Homeland Security’s Science and Technology department awarded $800,000 to a company called Intelligent Optical Systems (IOS) to develop the LED Incapacitator. It’s a fancy flashlight that emits rapid pulse of different-colored lights to induce headache and dizziness, with vomiting as one of the possible aftereffects.
Want to make your own puke-inducing weapon? A couple of hardware hackers built one for $250, called it Bedazzler, and even posted instructions you can follow online. Part of Bedazzler’s official page reads: “Yes this project does indeed cause: Nausea, dizziness, headache, flashblindness, eye pain and (occasional?) vomiting! So don’t use it on your friends or pets.” Although if you’re building the Bedazzler because you’re probably an evil overlord in training, we doubt you’re going to take that advice.
3. Pain ray
More formally known as the Active Denial System (ADS), the pain ray is a weapon developed by the U.S. military that can — wait for it — cause excruciating pain by emitting high-powered waves similar to those from a microwave oven. Developed by the Pentagon, the system is composed of huge, vehicle-mounted plates. It was deployed to Afghanistan in June 2010 and pulled back just a month later without having been used.
It’s unclear whether the military’s plans to develop a rifle version of the system ever panned out. However, a smaller version of the pain ray called Silent Guardian was developed by defense technology company Raytheon and is currently available for use by law enforcement agencies.
While the ADS reportedly never saw action in the battlefield, it went through 10,000 trial exposures involving real people. The test subjects reported feeling like they were on fire a few seconds after being targeted, but the agonizing pain vanished as soon as they stepped out of the beam’s way. The weapon was only designed to inflict pain and not actually burn anything, but around 0.1% of the test subjects reported blisters caused by second-degree burns. Double ouch!
4. Mind-control gun
Russian Prime Minister Vladimir Putin recently admitted that the country’s government created a gun that can put people in a zombie-like state… at least for a short while. Or so we hope. Russia’s mind-control gun attacks a target’s central nervous system with electromagnetic radiation and is designed to be used for crowd control. While the government’s keeping mum about the details, previous studies about the effects of electromagnetic radiation on the brain reveal that one of its possible effects is implanting thoughts and suggestions into a target’s mind.
Good thing these scary zombie guns are confined to Russia and have not yet appeared in the United States, right? Well, in 2008, a U.S. company called Sierra Nevada Corporation announced that it was going to start producing the Medusa ray gun — a weapon that uses rapid microwave pulses that your brain perceives as extremely annoying sounds.
Soon after the company introduced Medusa, independent scientists came out to warn people that the weapon can’t produce sounds annoying enough to disperse crowds unless it shoots strong microwave pulses that can literally fry your brain. Yikes. At least the Russian government was able to successfully test its zombie gun on real people (though to be fair, we’re not exactly sure if any brains got fried in the process).
The U.S. Sandia National Laboratories developed a new kind of bullet that could turn anyone into a sharpshooter in a heartbeat. The four-inch projectile has small fins on its tails similar to a dart that can steer it straight toward the target. As long as you shine a laser beam to what you want to hit, the sensor on the bullet’s nose can follow it, even in the midst of strong winds and even if the target is up to a mile away. The self-guided bullet was designed for DARPA’s Exacto program and will be used by the military and law enforcement agencies.
Waiting for visible laser guns? Keep waiting.Many sci-fi fans are salivating for the day when handheld laser pistols become commonplace. Movies like Star Wars showcase powerful visible laser weapons in all shapes and sizes — from massive, ship-mounted cannons to tiny blasters that can fit in your pocket. Unfortunately, the chances of these types of firearms becoming a reality rests somewhere between slim and none.
There are several reasons why sci-fi laser weapons will never be possible. For starters, all current weaponized laser technology uses wavelengths of light that are invisible to the human eye. They can cause damage to a target, but you’d never be able to actually see the damaging rays the weapons generate. Second, since lasers travel at the speed of light, even if a visible laser weapon were conceptualized, you’d never actually be able to see the distinct glowing bars that are so common in futuristic firefights. On top of all that, lasers capable of doing damage to a target need massive power supplies, making the idea of a personal, portable laser weapon absolutely ludicrous.Fascinating yet horrifying
Most of the weapons in this list may not be created to inflict fatal wounds, but they sure have terrifying implications. We know we don’t want to experience awful pain, be turned into a zombie, or have our right to free speech taken away. Still, these creations represent fascinating advancements in science and technology. Let’s just hope they don’t fall into the hands of someone who has dreams of global domination.

New federal standards for "black boxes" that record information leading up to auto accidents will will take effect Sept. 1, the National Highway Traffic Safety Administration (NHTSA) ruled on Tuesday.
The decision means the new standards for the devices will not be delayed by one year, as automakers had requested.
The federal standards will apply only to cars that are voluntarily outfitted with event data recorders (EDRs), also known as black boxes. But while the government does not yet require all cars to have black boxes installed, NHTSA is still thought to be considering a federal mandate as a next step, possibly this year.
NHTSA standards for black boxes were proposed in 2006, but have been delayed since then. In 2009, the Alliance of Automobile Manufacturers suggested a delay to Sept. 1, 2013, arguing that this would give auto companies more time to work with original equipment manufacturers to ensure the standard can be met.
Well, I feel qualified to comment. I have been watching this field for 30 years from an intense background in math and science. Obviously we are all already using nanotechnology in the form of semi-conductors, ie, nano-scale lithography. Eric Drexler expected the biggest impact to come from nano-scale materials (like constructing new materials that cannot be achieved chemically) This has only recently become a very exciting field with the neatest stuff disappearing into govt dark labs of course. (If you're wondering what, just look at how many classified patents there are!) We already have applications of nano in medicine, from rfid to drug-releasing synthetic structures. The real worry all along however has been "self-replicating nano machines". Altho they can design bacteria from scratch now, they are still a long way from competing with what nature has done.

These weapons generate uncontrollable amounts of flames reaching beyound 100 000 degrees, so every thing on it's path that is liquid and flammable will burn. 95% of Libyan weapons are still intact, rebels have 5% of the national weapons and many rebel weapons are provided by NATO, most weapons hidden in the bunkers are still with the army, and when the army returns to all city street battles, it will a business not worth repeating, no retreat, no sign of defeat and death to every villain that dreamed, and had the fantasy of invading Libya. There is still massive infighting inside the army about putting these weapons into effect, the army left many theatres of the coastal areas, pulled out in Eastern theaters without deploying these deadly mechanisms. When the combined force of these weapons are put into use, the East will regret.

The Security Council this morning extended the authorization for the United Nations Support Mission in Libya (UNSMIL) for one year, with a modified mandate subject to review within six months, while also adjusting the sanctions regime imposed on the country at the start of last year’s civil war.
According to the provisions of resolution 2040 (2012), adopted unanimously today, the modified mandate includes assisting the Libyan authorities to define priorities and matching their needs with offers of strategic and technical advice, as well as supporting Libyan efforts to manage the transition of the country to an inclusive democracy, promote the rule of law, protect human rights, restore public security, counter illicit proliferation of weapons, coordinate international assistance, promote national reconciliation and hold free, fair and credible elections.
While maintaining the embargo on Libyan import or export of weapons as originally imposed by resolutions 1970 (2011) and 1973 (2011), the Council terminated the wide authorization for Member States to conduct inspection for sanctioned cargo. It also extended the mandate of the Panel of Experts that supports the related sanctions Committee, directing it to continue to investigate incidents of non-compliance and coordinate with UNSMIL and Libyan authorities in their prevention of arms proliferation.
The Council also directed the sanctions Committee to continuously review the remaining asset freeze measures imposed by those resolutions in regard to Libyan investment mechanisms and to lift them as soon as practical to ensure those assets are used for the benefit of the Libyan people.
Following the adoption of the resolution, the representative of Libya welcomed the extension of UNSMIL’s mandate, which he said was critical to help the country advance towards the rule of law and prosperity, even though it was still “empty of State institutions”, had not experienced democracy in its recent history and where a dictatorial regime had torn apart the social fabric. He said that the Mission had already established good relations with authorities and civil society in Libya and would be invaluable as the first credible elections were held.
He assured the Council that the revolutionary factions in his country were looking forward to demobilizing, disarming and resuming their normal lives, and he hoped that the remaining sanctions on his country would be lifted after consultations in the next few months. “There is nothing to fear from Libya, not in terms of liberty and not in terms of security threats,” he stressed.

“Stressing the need for the United Nations to work actively with the Libyan authorities to identify and support delivery of the priorities and strategies for post-conflict peacebuilding,
“Reaffirming that the United Nations should lead the coordination of the efforts of the international community in supporting the Libyan-led transition and rebuilding process aimed at establishing a democratic, independent and united Libya, and appreciating the assistance of the United Nations Support Mission in Libya in convening recent workshops with the Libyan government to identify national needs and priorities,
“Noting the centrality of credible elections to a peaceful transition in Libya, encouraging the taking of all necessary steps in this regard, and welcoming the adoption of a Libyan national electoral law on 28 January 2012 and the establishment of an Electoral Commission on 12 February 2012,
“Supporting Libya’s intention to strengthen regional security and taking note of their proposal to host a regional security conference,
“Commending the Libyan authorities for engaging with the International Monetary Fund and World Bank on conducting an assessment of Libya’s public financial management framework, and reiterating its request that the Committee established pursuant to resolution 1970 (2011) be informed of the results of that assessment,
“Taking note of the report of the Secretary-General on the United Nations Support Mission in Libya (S/2012/129), including the recommendation for the modification and 12 month extension of the UNSMIL mandate, and recalling the letter of 6 March 2012 from Mr. Abdurrahim el-Keib, Prime Minister of Libya, to the Secretary-General (S/2012/139),

Expresses grave concern at continuing reports of reprisals, arbitrary detentions without access to due process, wrongful imprisonment, mistreatment, torture and extrajudicial executions in Libya and calls upon the Libyan authorities to take all steps necessary to prevent violations of human rights, underscores the Libyan authorities’ primary responsibility for the protection of Libya’s population, as well as foreign nationals, including African migrants, and calls for the immediate release of all foreign nationals illegally detained in Libya;
“5. Encourages Libya and neighbouring states to engage in order to establish regional cooperation aimed at stabilization of the situation in Libya and to prevent former Libyan regime elements from using the territories of such States to plan, fund or carry out violent or other illicit acts to destabilize Libya and the states in the region, and notes that such cooperation would benefit stability in the Sahel region;
“United Nations Mandate
“6. Decides to extend the mandate of the United Nations Support Mission in Libya (UNSMIL) for a further period of 12 months, subject to review within 6 months, under the leadership of a Special Representative of the Secretary-General, and decides further that the modified mandate of UNSMIL, in full accordance with the principles of national ownership, shall be to assist the Libyan authorities to define national needs and priorities throughout Libya, and to match these with offers of strategic and technical advice where appropriate, and support Libyan efforts to:
(a) manage the process of democratic transition, including through technical advice and assistance to the Libyan electoral process and the process of preparing and establishing a new Libyan constitution, as set out in the National Transitional Council’s Constitutional Roadmap, and assistance that improves institutional capacity, transparency and accountability, promotes the empowerment and political participation of women and minorities and supports the further development of Libyan civil society;
(b) promote the rule of law and monitor and protect human rights, in accordance with Libya’s international legal obligations, particularly those of women and people belonging to vulnerable groups, such as children, minorities and migrants, including through assisting the Libyan authorities to reform and build transparent and accountable justice and correctional systems, supporting the development and implementation of a comprehensive transitional justice strategy, and providing assistance towards national reconciliation, support to ensure the proper treatment of detainees and the demobilization of any children remaining associated with revolutionary brigades;
(c) restore public security, including through the provision of appropriate strategic and technical advice and assistance to the Libyan government to develop capable institutions and implement a coherent national approach to the integration of ex-combatants into Libyan national security forces or their demobilisation and reintegration into civilian life, including education and employment opportunities, and to develop police and security institutions that are capable, accountable, respectful of human rights and accessible and responsive to women and vulnerable groups;
(d) counter illicit proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, clear explosive remnants of war, conduct demining programmes, secure and manage Libya’s borders, and implement international conventions on chemical, biological and nuclear weapons and materials, in coordination with the relevant UN agencies, the Organization for the Prohibition of Chemical Weapons, and international and regional partners;
(e) coordinate international assistance and build government capacity across all relevant sectors set out in relation to paragraphs 6 (a) to (d), including by supporting the coordination mechanism within the Libyan government announced on 31 January 2012, advice to the Libyan government to help identify priority needs for international support, engaging international partners in the process wherever appropriate, facilitation of international assistance to the Libyan government, and establishing a clear division of labour and regular and frequent communication between all those providing assistance to Libya;
“7. Encourages UNSMIL to continue to support efforts to promote national reconciliation, inclusive political dialogue and political processes aimed at promoting free, fair and credible elections, transitional justice and respect for human rights throughout Libya;
“Arms Embargo
“8. Decides to terminate the authorisation granted in paragraph 13 of resolution 1973 (2011) to Member States to use all measures commensurate to the specific circumstances to carry out inspection pursuant to that paragraph, decides further to terminate paragraph 14 of that resolution, and underscores the importance of the full implementation of the arms embargo imposed in paragraphs 9 and 10 of resolution 1970 (2011), as modified by resolution 2009 (2011);
“Asset Freeze
“9. Directs the Committee, in consultation with the Libyan authorities, to review continuously the remaining measures imposed by resolutions 1970 (2011) and 1973 (2011), as modified by resolution 2009 (2011), with respect to the Libyan Investment Authority (LIA) and the Libyan Africa Investment Portfolio (LAIP), and decides that the Committee shall, in consultation with the Libyan authorities, lift the designation of these entities as soon as practical to ensure the assets are made available to and for the benefit of the people of Libya;
“Panel of Experts
“10. Decides to extend and modify the mandate of the Panel of Experts, established by paragraph 24 of resolution 1973 (2011), and decides further to adjust the mandate to create for a period of one year, in consultation with the Committee and taking into account the current areas of activity, a group of up to 5 experts (“the Panel”) under the direction of the Committee to carry out the following tasks:
(a) assist the Committee in carrying out its mandate as specified in paragraph 24 of resolution 1970 (2011);
(b) gather, examine and analyse information from States, relevant United Nations bodies, regional organisations and other interested parties regarding the implementation of the measures decided in resolution 1970 (2011), 1973 (2011) and 2009 (2011), in particular incidents of non-compliance;
(c) make recommendations on actions that the Council, the Committee, the Libyan authorities or other States may consider to improve implementation of the relevant measures;
(d) provide to the Council an interim report on its work no later than 90 days after the Panel’s appointment, and a final report to the Council no later than 30 days prior to the termination of its mandate with its findings and recommendations;
“11. Urges all States, relevant United Nations bodies, including UNSMIL, and other interested parties, to cooperate fully with the Committee and the Panel, in particular by supplying any information at their disposal on the implementation of the measures decided in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011), in particular incidents of non-compliance;
“12. Encourages the Panel, while mindful of UNSMIL’s responsibility for assisting the Libyan authorities to counter illicit proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, and to secure and manage Libya’s borders, to continue its investigations regarding sanctions non‑compliance, including illicit transfers of arms and related materiel to and from Libya and the assets of individuals subject to the asset freeze established in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011), and encourages UNSMIL and the Libyan authorities to support Panel investigatory work inside Libya, including by sharing information, facilitating transit and granting access to weapons storage facilities, as appropriate;
“Reporting and Review
“13. Expresses its intent to review the mandate of the Committee in the event that the measures imposed in resolutions 1970 (2011) and 1973 (2011), and modified in resolution 2009 (2011) and in this resolution, should be lifted by a future decision of the Security Council;
“14. Requests the Secretary-General to report to the Security Council on the implementation of this resolution, including all elements of UNSMIL’s mandate, every 60 days;
“15. Also requests the Secretary-General to report to the Security Council following the elections of a Constituent Assembly on steps taken by UNSMIL to engage with the new Libyan Government in order to ensure that it continues effectively to support Libya’s specific needs, with a view to reviewing and adjusting the mandate as necessary;

These five crazy, futuristic, and veritably frightening weapons may sound like they come from epic sci-fi flicks, but they’re no mere figments of the imagination — they actually exist.From pain rays to guns that can turn people into zombies, these weapons are no longer the stuff of fiction.
1. Speech-suppressing gun
If there were ever a weapon made to fit Big Brother’s world to a T, this is it. Let’s say someone doesn’t want to hear any more of your opinions. All they have to do is point this weapon at you and pull the trigger. This gun was designed by Japanese researchers to silence people by messing with their heads, but how exactly does it work?
Within a distance of 100 feet, a directional mic perched on top of the gun picks up whatever it is the target is saying. The boxy, directional speaker that makes up the bulk of the weapon then plays the sound back with a 0.2-second delay, effectively inducing delayed auditory feedback, a phenomenon caused by the echo of your own voice that interrupts your thoughts and renders you speechless.
While it’s true that the weapon could be used to ensure silence in places like the library, it could also be used to silence protesters, important political figures, and other people who actually have important things to say. Talk about an Orwellian nightmare come true!

2. Vomit ray
This weapon could also prevent you from speaking your mind, but it’s because you’re going to be too busy to talk while you’re throwing up your lunch. Back in 2007, the U.S. Navy signed a contract with a company called Invocon to develop a weapon that uses radio frequency (RF) to affect a person’s sense of hearing and equilibrium. Anyone hit by these waves (which, by the way, can pass through walls) is expected to throw up and experience severe motion sickness — effects that were proven when the company demonstrated the weapon on a very unlucky individual.
In the same year, the Department of Homeland Security’s Science and Technology department awarded $800,000 to a company called Intelligent Optical Systems (IOS) to develop the LED Incapacitator. It’s a fancy flashlight that emits rapid pulse of different-colored lights to induce headache and dizziness, with vomiting as one of the possible aftereffects.
Want to make your own puke-inducing weapon? A couple of hardware hackers built one for $250, called it Bedazzler, and even posted instructions you can follow online. Part of Bedazzler’s official page reads: “Yes this project does indeed cause: Nausea, dizziness, headache, flashblindness, eye pain and (occasional?) vomiting! So don’t use it on your friends or pets.” Although if you’re building the Bedazzler because you’re probably an evil overlord in training, we doubt you’re going to take that advice.
3. Pain ray
More formally known as the Active Denial System (ADS), the pain ray is a weapon developed by the U.S. military that can — wait for it — cause excruciating pain by emitting high-powered waves similar to those from a microwave oven. Developed by the Pentagon, the system is composed of huge, vehicle-mounted plates. It was deployed to Afghanistan in June 2010 and pulled back just a month later without having been used.

It’s unclear whether the military’s plans to develop a rifle version of the system ever panned out. However, a smaller version of the pain ray called Silent Guardian was developed by defense technology company Raytheon and is currently available for use by law enforcement agencies.
While the ADS reportedly never saw action in the battlefield, it went through 10,000 trial exposures involving real people. The test subjects reported feeling like they were on fire a few seconds after being targeted, but the agonizing pain vanished as soon as they stepped out of the beam’s way. The weapon was only designed to inflict pain and not actually burn anything, but around 0.1% of the test subjects reported blisters caused by second-degree burns. Double ouch!
4. Mind-control gun
Russian Prime Minister Vladimir Putin recently admitted that the country’s government created a gun that can put people in a zombie-like state… at least for a short while. Or so we hope. Russia’s mind-control gun attacks a target’s central nervous system with electromagnetic radiation and is designed to be used for crowd control. While the government’s keeping mum about the details, previous studies about the effects of electromagnetic radiation on the brain reveal that one of its possible effects is implanting thoughts and suggestions into a target’s mind.
Good thing these scary zombie guns are confined to Russia and have not yet appeared in the United States, right? Well, in 2008, a U.S. company called Sierra Nevada Corporation announced that it was going to start producing the Medusa ray gun — a weapon that uses rapid microwave pulses that your brain perceives as extremely annoying sounds.
Soon after the company introduced Medusa, independent scientists came out to warn people that the weapon can’t produce sounds annoying enough to disperse crowds unless it shoots strong microwave pulses that can literally fry your brain. Yikes. At least the Russian government was able to successfully test its zombie gun on real people (though to be fair, we’re not exactly sure if any brains got fried in the process).

5. Self-guided bullet
The U.S. Sandia National Laboratories developed a new kind of bullet that could turn anyone into a sharpshooter in a heartbeat. The four-inch projectile has small fins on its tails similar to a dart that can steer it straight toward the target. As long as you shine a laser beam to what you want to hit, the sensor on the bullet’s nose can follow it, even in the midst of strong winds and even if the target is up to a mile away. The self-guided bullet was designed for DARPA’s Exacto program and will be used by the military and law enforcement agencies.
Waiting for visible laser guns? Keep waiting.Many sci-fi fans are salivating for the day when handheld laser pistols become commonplace. Movies like Star Wars showcase powerful visible laser weapons in all shapes and sizes — from massive, ship-mounted cannons to tiny blasters that can fit in your pocket. Unfortunately, the chances of these types of firearms becoming a reality rests somewhere between slim and none.
There are several reasons why sci-fi laser weapons will never be possible. For starters, all current weaponized laser technology uses wavelengths of light that are invisible to the human eye. They can cause damage to a target, but you’d never be able to actually see the damaging rays the weapons generate. Second, since lasers travel at the speed of light, even if a visible laser weapon were conceptualized, you’d never actually be able to see the distinct glowing bars that are so common in futuristic firefights. On top of all that, lasers capable of doing damage to a target need massive power supplies, making the idea of a personal, portable laser weapon absolutely ludicrous.Fascinating yet horrifying
Most of the weapons in this list may not be created to inflict fatal wounds, but they sure have terrifying implications. We know we don’t want to experience awful pain, be turned into a zombie, or have our right to free speech taken away. Still, these creations represent fascinating advancements in science and technology. Let’s just hope they don’t fall into the hands of someone who has dreams of global domination.

During Microsoft's formative years, I had the good fortune to have some of the Lakeside jesuit school eggheads who formed Microsoft as friends. They also were down on the death squad scene in Central America in the mid to late 1980s but very intently involved in their collective work. I met Bill Gates the night he put the University of Washington's billing system on computer for the first time. I never spoke with him again. His father hung with the Jack Abramoff/neocon/Senator Henry Jackson(Mr. Boeing death machine) crowd. The other Microsoft people I spent several years getting to know.
I am comforted by the fact that Al Gore got a 'D' in the only science class he took during college. This was enough to get himself appointed as queen lizard's 'grand Wizard' of 'global warming'. This is a concept that Al'D'Gore preaches about but displaces and barely understands, judging from his speech, 4-story 100 foot party boat and his new estate barely above the high tide mark on the California coast. If one of my friends had the ambition to assist queen lizard and her minions in HAARP, blowing up Fukushima and the GoM oil well with the Bush cabal, I would have known about it. We need to phase out people with way too much money and power who can attain the necessary high tech weaponry to perform such mindless out of control destructive acts. It is good to see affirmation that Al'D'Gore is the best queen lizard could do.

'Black box' standards coming for cars
New federal standards for "black boxes" that record information leading up to auto accidents will will take effect Sept. 1, the National Highway Traffic Safety Administration (NHTSA) ruled on Tuesday.
The decision means the new standards for the devices will not be delayed by one year, as automakers had requested.
The federal standards will apply only to cars that are voluntarily outfitted with event data recorders (EDRs), also known as black boxes. But while the government does not yet require all cars to have black boxes installed, NHTSA is still thought to be considering a federal mandate as a next step, possibly this year.
NHTSA standards for black boxes were proposed in 2006, but have been delayed since then. In 2009, the Alliance of Automobile Manufacturers suggested a delay to Sept. 1, 2013, arguing that this would give auto companies more time to work with original equipment manufacturers to ensure the standard can be met.

Well, I feel qualified to comment. I have been watching this field for 30 years from an intense background in math and science. Obviously we are all already using nanotechnology in the form of semi-conductors, ie, nano-scale lithography. Eric Drexler expected the biggest impact to come from nano-scale materials (like constructing new materials that cannot be achieved chemically) This has only recently become a very exciting field with the neatest stuff disappearing into govt dark labs of course. (If you're wondering what, just look at how many classified patents there are!) We already have applications of nano in medicine, from rfid to drug-releasing synthetic structures. The real worry all along however has been "self-replicating nano machines". Altho they can design bacteria from scratch now, they are still a long way from competing with what nature has done.
