San Luis Obispo, California, was on water rationing back in 89. I went to see family there and could not believe the strict rules about water usage, from fines, all the way up to cutting your service completely off all together if you broke the rules of usage more than three times.

While there I went to bathe my boys and was only allowed an inch of water in the bath tub and then had to bail it out of the tub and put it in a collection barrel to be used outside at a later date.All water used inside the house was recycled to use as outside water for either watering the plants or washing the cars, ect.

This part will not be about water but about the same time and place.

I had taken the twins to a local park there in San Luis Obispo to play, we had drove over 2000 miles to see part of the family and the boys needed to play and be boys. So off we went to a local park, not far from my boys great grandfathers house, oblivious to the transformation, the dark side that lurked there on the fringe  waiting for the sun to go down.

As the park moved from day light to dark the people changed from families to the homeless's and the park turned into a small community, the homeless now appeared where children had played moments earlier.

Blah, blah, blah, my point being this happened in 1989.
