Isn't that proposed high speed rail system going to run through to the locations of the wildfires? In fact, U.S. Sen. Diane Feinstein's husband Richard Blum, won the first phase construction contract for California's high-speed rail.
I suppose that if there were any home owners in Paradise, they aren't living there any longer and probably will not be permitted to rebuild their homes. This makes for an easier right-of-way to build the railroad on cheap burned-out land acquired through Eminent Domain.
I'm sure that this is just a coincidence [sarc].
