This is a very smart move on Merkel's and Macron's side. The visible goal of the "Eurodistricts" is essentially merging public transportation so you can more easily take a bus from a town on one side of the border to one on the other side -- something that's actually beneficial to the people there.

As with anything EU, they'll use a small beneficial thing to make the media and all go crazy about how great this is and how this is the best thing that has ever happened to Europe while allowing them to completely ignore the tons of bad things they're doing at the same time.

Small correction to the article: Aachen is nowhere near the border to France. It's on the border to the Netherlands and Belgium. They probably picked that location in order to get NL's and Belgium's attention so they'll join in the "fun".
