Red Light Ticket Cam official pleads guilty to bribing elected officials in Columbus, including council president Andy Ginther

A former chief executive officer of the red-light camera company Redflex has pleaded guilty to bribing Columbus elected officials through the Ohio Democratic Party to install the cameras and keep them operating in the city. Karen L. Finley, 55, of Cave Creek, Ariz., pleaded guilty to one count of conspiracy to commit federal programs bribery, according a press release from Carter M. Stewart, U.S. Attorney for the Southern District of Ohio. Records from the U.S. District in Columbus show that from 2005 to 2013, Finley made campaign contributions to elected public officials in Columbus and Cincinnati. One of those officials is Columbus City Council President Andrew Ginther, who is running for mayor. Court records state that Ginther’s campaign solicited a $20,000 “success fee” to keep the cameras operating in late 2011. Finley, through an unnamed local lobbyist, then made a $20,000 contribution to the Ohio Democratic Party, the documents state. The cameras were installed in Columbus in 2006. On Nov. 1, 2011 the Ohio Democratic Party made a $21,000 contribution to Ginther, according to court records and campaign finance documents from both parties. Bryan Clark, Ginther’s spokesman for his mayoral campaign, said today he could not comment until he had reviewed the court records. The case was investigated y the Federal Bureau of Investigation, the Internal Revenue Service and the Ohio Bureau of Criminal Investigation.

According to the announcement, from December 2005 to February 2013, Finley, who served as CEO of the red light camera enforcement company. admitted that, between 2005 and 2013, she participated in a scheme in which the company made campaign contributions to elected public officials in the cities of Columbus and Cincinnati through a consultant retained by the company. No dollar figures were provided.

“According to admissions made in connection with her plea, Finley and others, including another executive of the company, agreed to provide the conduit campaign contributions with the understanding that the elected public officials would assist the company in obtaining or retaining municipal contracts, including a photo red light enforcement contract with the City of Columbus. Finley also admitted she and her co-conspirators concealed the true nature and source of the payments by the consultant’s submission and the company’s payment of false invoices for “consulting services,” which funds the consultant then provided to the campaigns of the elected public officials,” the release said.
