I beg to differ.

The steps to fascism are

1)Formation of cadres of fanatical nationalists who seek to dominate and control the powers of foreign elements within the bounds of the historic state by taking over the historic state government via popular votes and law.

2)Facists seek to harmonize the aims of the various classes and ethinic minoritys to combat strife and friction, to clear the way for the imposition of an idealistic moral and prosperous national policy. They are reformers, and moderate levelers.

Strong men and dictatorships follow morally bankrupted states, as a popular reaction to the deprivation of civic order (rampant crime and corruption) and demoralization of the masses due to artificial popularization of degeneracy (open and notorious homosexuality, ideolization of criminal culture), materialistic promotion of money and superficial wealth and luxury [MTV 'Cribs", Lifestyles of the rich and famous, ect]. 

It is the small minority (silent majority) of upright, clean and decent and honorable citizens who look to the intrepid, those who openly defy cultural marxism and are the front line shock troops combating 'political correctness' and bouguese liberalism, that 'humanistic face' of Marxist communism.

3)Facists seek to create a government that operate within narrowly defined  objectives and iron discipline as a means, to the ends that the individual under its laws may be free to work and gain a fair share of the wealth, and a secure future for their decendants.

The 11 steps shown above are the agenda of a paranoid collectivist, whos aims are to deconstruct the individual, and to rebuild them as 'the new communist man', the antithiesis of Facism.
