The word is employed as to state that something is ridiculous or nonsensical, in a way, "only could this be real, in a world run by clowns (clown world)" - I.E - An article claiming that "Genital mutilation of girls in Islamic countries is a feminist act." could be followed /responded to by the statement, "clown world"
