Oleg Volk is the photographer. He excels in gun rights photos. I'm guessing that the rifle is an Italian Breda BM-59 - essentially a reworked Garand chambered for 7.62mm NATO.

Of course Yamamoto was speaking within the context of a coordinated military strategy requiring occupational forces. However, what you have pointed out is none the less true and quite the lateral perspective so many lack.
