'Recessions' vs. 'Depressions' in the Economy

Why does the official definition differ from a common sense notion as said in the first definition by Merriam-Webster - a period of reduced economic activity. It's politics, and in politics they like to play with words, downplay the unpleasant news when government is to blame and turn everything upside down.
