The unique thing about our empire is that we don't demand tribute - we borrow it with the promise to return it with interest. Now the client states have it in their interests to perpetuate the empirical expansion, instead of secretly hoping the empire collapses. Our empire is like a vast pyramid scheme where those on top hope to continue to dupe larger and larger numbers of people below.
