Okay as i see it, these changes to the mammogram screenings could be a shock test to gauge the public's reaction to rationing of health care services. The reaction that is measured will allow for tweaking of the program and new strategies to be formulated.

If one were to simply look with new eyes, the world will change before their mind.

Open to the possibilities that the manipulation is more than simple monitoring, ask your self, what exactly is being monitored? What information is most valuable to the people that would be king of the world?
