You could expand that to national level. "Therefore let us stop passing judgment on one another. Instead, make up your mind not to put any stumbling block or obstacle on other *nation's* way". But what about when the brother or the nation is committing serious crimes against humanity? What about the situation where a small minority of people is abusing, torturing and killing the members of the majority? What about this same minority leading us to practical hell on earth as described in the project Blue Beam? Shall we let them do it or shall we not consider them as our brethren?
