August 28, 2005, 9:30 am Nagan orders mandatory evacuation; 6:00 pm Nagan sets 6 pm curfew. August 29, 2005, Katrina hits. August 30, 2004 Looting begins and Gov. Blanco orders evacuation. Sept 1, 2005 Nagan starts begging for help and rescuers are fired upon. Notice any similarities?
