June 3, 2009 OAKLAND - Oakland is set to become the third U.S. city to issue identification cards to all its residents, including illegal immigrants.
The city council approved the proposal Tuesday, but the program won't launch until council members approve a plan for implementing it.
The Oakland City ID Card Coalition began working on the program a year ago. Supporters say the cards would boost civic participation and cooperation with law enforcement.
The program is intended to help anyone who may have trouble obtaining a state-issued ID.
A similar program is already in place in New Haven, Conn. And San Francisco began issuing cards in January after a judge tossed out a lawsuit alleging that the program amounts to aiding and abetting illegal immigration.
