There are theories about almost every possible conspiracy imaginable and I view most with careful consideration and general disbelief. Some, like those involving 9/11 have enough substance to be wholly believable.
The theory that HAARP is being used to alter weather or cause earthquakes doesn't hold a lot of water just yet, but let me ask, "why would the US be holding a Disaster Relief Drill for a Haitian hurricane ONE DAY BEFORE the Haitian earthquake?"
On the day prior to the earthquake, "on Monday January 11, 2010, Jean Demay, The Defense Information Systems Agencies (DISA) technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane."
The Transnational Information Sharing Cooperation project (TISC) is a communications-information tool which "links non-government organizations with the United States [government and military] and other nations for tracking, coordinating and organizing relief efforts".(Government IT Scrambles To Help Haiti, TECHWEB January 15, 2010).
The TISC is an essential component of the militarization of emergency relief. The US military through DISA oversees the information - communications system used by participating aid agencies. Essentially, it is a communications sharing system controlled by the US military, which is made available to approved non-governmental partner organizations. The Defense Information Systems Agency also "provides bandwidth to aid organizations involved in Haiti relief efforts."
There are no details on the nature of the tests conducted on January 11 at SOUTHCOM headquarters.
DISA's Jean Demay was in charge of coordinating the tests. There are no reports on the participants involved in the disaster relief scenarios.
One would expect, given DISA's mandate that the tests pertained to simulating communications. logistics and information systems in the case of a major emergency relief program in Haiti.

I'm still working on finding a source of this info ,but someone told they heard on the radio yesterday morning, that at the Copenhagen meetings, the people running the meetings were telling the countries what they had to do in terms of cutting carbon emissions. The poor countries protested saying, "we can't do it". When the representatives of these poor countries said they were going to leave without an agreement, they were threatened, "we'll destroy your country if you walk out". They walked out anyway. Haiti was the first country to walk out.
Has, "yes we can" taken on a whole new meaning???

Here are a couple more coincidences to add to the data base Jeff.
About two years ago, Burma was devastated by cyclone Nargis. The US were involved in an “exercise” near by and had ship loads of relief supplies and hardware and a contingent of troops, ready toinvade“help”, before the cyclone actually developed.
The exercise is an annual (Cobra Gold), but the coinciding cyclone still didn’t pass the smell test for me. Burma is very anti American and has decent oil and gas resources which the Chinese have been trying to secure. Despite awesome destruction to their country from Nargis and no ability to manage a response, the Burma Junta refused to let the US Navy anywhere near them.
In Australia, we have a HAARP facility as well, the Harold E. Holt Naval Communication Station at Exmouth WA (constructed and operated by US Navy).
Since the early 70’s there have been a tremendous number of earth quakes in the near by desert.
Last year the ABC reported
The Western Australian wheat belt town of Beacon has been hit by about 100 earthquakes over the past month. The phenomenon, known as an earthquake swarm has been moving through the wheat belt for the past decade. Phil Cummins from Geoscience Australia says he's not aware of it happening like that anywhere else in the world.
Beacon is south east of Exmouth, below the desert region experiencing earthquakes since and only since, the start of the naval base operations.
