So, not answering questions = reason to arrest

Resisting arrest = repeated tazering

Officers action = no evidence of misconduct say higher ups:

“No criminal charges are pending in the case, according the Lumpkin city attorney. He added that the GBI and Southwest Circuit District Attorney’s office have both declined taking on the case due to
“no indication of criminal misconduct.””
