The 'STATE' stole a 62 chevy step side long bed truck from me in San Diego once because the front tire was on the curb in front of my house. I reported it stolen. A month later they 'they' dropped by to let me know they 'stole it' and the storage bill was 5 times the value of the truck if I wanted to go to court and pay money so I could go pay money to get it back. Fun stuff.
