The point is that the FBI KNEW Tamerlan well...that they AND the military police at the Marathon...KNEW BOTH BROTHERS...indeed...that...as their Mother correctly states...were CONTROLLED by the FBI and its superiors at US Justice Dept (Eric Holder) and DHS (Janet Napolitano).
