Proof of concept means proof of overunity which could be demonstrated with a table top experiment and replicated by independent labs.
Stan never had proof of concept. As for the car supposedly running on water, the only proof we have is that Stan says so. You can inject what ever you want in an engine. But you can't run it on water alone. There is no extra energy to be had from water. It is at its lowest energy state. Perhaps you might increase efficiency by recovering wasted heat, but not run the car on water alone. To do that requires easily provable overunity because the car itself is less that 50% efficient.
15 years later where is there one example of independent testing of Stan Meyers water powered car? There is none, and countless people have tried. Even though he died his children are still running his web site selling vids and plans. They are milking the last of the cash cow he left to them.
Water Powered cars are a hoax. If this could really work someone could make a table top device that showed over unity, file patents for the device that actually work, and allow reproduction and independent testing. But its never happened. The court cases were people suing his for fraud. And he is a fraud. He just never admitted it.
