Lincoln was a Lawyer and a politician. He would have done ANYTHING to win the civil war and keep the union together.
As a tactical ploy Lincoln promised the slaves, if they joined the Union and helped defeat the South they would be set free.
Issued on January 1, 1863, this Presidential Proclamation declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free."
The Emancipation Proclamation didn't free any slaves until after the war was over. Lincoln is quoted as saying, "If I could win the war by freeing all the slaves, I will do it, if I could win the war and not free a single slave, I would do that too."
The surrender of Confederate General Robert E. Lee at Appomattox in April 1865 is frequently cited as the end of the Civil War. For all practical purposes it was, but the fall of the Confederate capital in Richmond, prior to Lee's surrender, had left things in a state of chaos. The Confederate government was scattered and lines of communication had been broken. No government was left to surrender, and the scattered forces of the Confederacy had to surrender or be subdued individually.

the District of Columbia, also known as the Act of 1871.
With no constitutional authority to do so, Congress creates a separate form of
government for the District of Columbia, a ten mile square parcel of land (see,
Acts of the Forty-first Congress," Section 34, Session III, chapters 61 and 62).
The act -- passed when the country was weakened and financially depleted in
the aftermath of the Civil War -- was a strategic move by foreign interests
(international bankers) who were intent upon gaining a stranglehold on the
coffers and neck of America. Congress cut a deal with the international bankers
(specifically Rothschilds of London) to incur a DEBT to said bankers. Because
the bankers were not about to lend money to a floundering nation without
serious stipulations, they devised a way to get their foot in the door of the
United States.
The Act of 1871 formed a corporation called THE UNITED STATES. The
corporation, OWNED by foreign interests, moved in and shoved the original
Constitution into a dustbin. With the Act of 1871, the organic Constitution was
defaced -- in effect vandalized and sabotage -- when the title was capitalized
and the word "for" was changed to "of" in the title.

The corporate government created in 1871 will continue to exist as long as:
"state of war" or "emergency" exists (War on Drugs, War on Poverty, War on Terrorism, War on Iraq, etc.),
the President does not terminate "martial" or "emergency" powers by Executive Order or decree, or
the people do not resist submission and terminate by restoring lawful civil courts, processes and procedures under authority of the "inherent political powers" of the people.
The Fourteenth Amendment for all intents and purposes does not exist. On March 28, 1861 Congress adjourned sine die and never has reconvened de jure.
The original Thirteenth Amendment (no title of nobility), approved by 13 of the 17 states March 12, 1819 and thereby ratified, is the last proper draft of a de jure Amendment but is not recognized by the corporate (de facto) UNITED STATES.
Later we had the reconvened Congress in 1865 seize power from President Andrew Johnson and institute Military Districts in the Southern States and installing rump legislatures in order to seem to ratify the 14th Amendment, creating a dual citizenship status. In 1967, John Rarick, (D, LA) spoke before the House outlining the unconstitutionality of the 14th Amendment.
During the Wilson Administration, the "Trading with the Enemy Act" was enacted in order to freeze or seize accounts of Corporations who were trading with Countries deemed enemies of the United States. The "War Powers Act" given to FDR was tied directly to the "Trading with the Enemy Act", thereby proclaiming American citizens enemies. This was how the "Gold Confiscation" of American citizens was done. Rep. McFadden spoke at length concerning this on the floor of the House, even going so far as to bring charges against members of the Federal Reserve Board.
In 1973, the Church Committee (SR 93-549) explored the Emergencies we had been placed under and although Congress addressed some, they were not all resolved.

Here is a sobering quote by Abe Lincoln: “I see in the near future a crisis approaching that unnerves me and causes me to tremble for the safety of my country. . . . corporations have been enthroned and an era of corruption in high places will follow, and the money power of the country will endeavor to prolong its reign by working upon the prejudices of the people until all wealth is aggregated in a few hands and the Republic is destroyed.” Some people expressed doubts about its authenticity, given Lincoln’s work as an attorney for railroad corporations! It was an interesting job tracking it down and verifying its authenticity. The first ref I heard for this quote was Jack London’s 1908 Iron Heel. And although the quote indeed appears there (near p. 100), Jack London offered neither context nor source. More recently, David Korten’s book, When Corporations Rule the World (1995, Kumarian Press), sources the quote to Harvey Wasserman (America Born and Reborn, Macmillan, 1983, p. 89-90, 313), who in turn sources it to Paha Sapa Reports, the newspaper of the Black Hills Alliance, Rapid City, South Dakota, 4 March 1982. But given Wasserman’s ties to Howard Zinn, and his status as co-founder (?) of the Liberation News Service, citing that kind of trail is like waving a red flag for the skeptics ;-) Fortunately, after some burrowing in the university library, I was able to confirm its authenticity. Here it is, with more surrounding context: “We may congratulate ourselves that this cruel war is nearing its end. It has cost a vast amount of treasure and blood. . . . God grant that my suspicions may prove groundless.” The passage appears in a letter from Lincoln to (Col.) William F. Elkins, Nov. 21, 1864. For a reliable pedigree, cite p. 40 of The Lincoln Encyclopedia: The Spoken and Written Words of A. Lincoln Arranged for Ready Reference, by Archer H. Shaw (NY, NY: Macmillan, 1950). That traces the quote’s lineage to p. 954 of Abraham Lincoln: A New Portrait, (Vol. 2) by Emanuel Hertz (New York: Horace Liveright Inc, 1931). Based on about 3 hours of research, it appears Lincoln has been extensively SANITIZED FOR OUR PROTECTION. The Hidden Lincoln; from the Letters and Papers of William H. Herndon, by Emanuel Hertz (New York: Viking Press, 1938), details how Herndon (Lincoln’s lifelong law partner) collected an extensive oral history and aggregated much of Lincoln’s writings into a collection that served as the basis for many “authoritative” books on Lincoln. By all accounts, Herndon was scrupulously honest and plainspoken. Hertz quotes Herndon’s characterization of the various “big-name” authors who relied on his collection for primary source materials: “They are aiming, first, to do a superb piece of literary work; second, to make the story WITH THE CLASSES AS AGAINST THE MASSES. [my emphasis added] It will result in delineating the real Lincoln about as well as does a wax figure in the museum.” In several books, I found numerous places where Lincoln spoke about Capital and Labor (“Workingmen”). Lincoln re-used his own material frequently, and virtually identical passages appear in several places. Lincoln praises the moral rightness of both Capital and Labor, but this is invariably in the context of a nation where NO MORE THAN ONE MAN IN EIGHT is a Capitalist or a Laborer, ie, where 7/8 of the population are “self-employed” on their own farms and homesteads. This social context of general self-sufficiency would explain how Lincoln could serve for years as a railroad corporation lawyer with (apparently) no qualms, yet pen the “corporations enthroned” passage to Elkins. A final Lincoln tidbit, although it pertains to one very specific case: “These capitalists generally act harmoniously and in concert to fleece the people, and now that they have got into a quarrel with themselves, we are called upon to appropriate the people’s money to settle the quarrel.”— rick crawford@cs.ucdavis.edu |

I think the guy was intent on keeping the union whole at any cost. He didn't give a rats ass about the slaves but he did in his way love the county. My 2 cents.
yes I agree, I think he was going to create this corporation, the corporation would be responsible for the country's old depths, then he could abandon the corporation and re-inhibit the original United States, transfer the land holdings back to the original states, then let the corporation with all the debt die, that way we would have been rid of the debt and the bankers, but they killed him and no one ever fixed the mess.
Actually someone could do that know, I'm sure it could be done, vacate the corporation, just leave them the debt and that ten acre plot in Washington.
