Heavy rain from Tropical Storm Lee pounded the Gulf Coast today as it approaches New Orleans -- bringing as much as 20 inches of rain and putting levees that failed six years ago to the test.

The rain has been relentless, coming down nonstop since Friday morning along with winds - with gusts as high as 40 miles an hour.

There are tropical storm warnings in effect from Pascagoula, Miss., across the coast to Sabine Pass, Texas.

There have been a number of tornado watches and warnings in the area but so far, none reported.

Tropical Storm Lee stalled just off the Louisiana coast Saturday as it dumped torrential rains across the Gulf Coast.

Forecasters at the National Hurricane Center said in their 2 p.m. ET update that the storm had been stationary for a few hours.

Its center was about 45 miles southwest of Morgan City, with maximum sustained winds of 60 miles per hour.

Forecasters expect the storm, which could bring up to 20 inches of rain to the region, to begin a slow and erratic path to the north and northeast and make landfall later Saturday afternoon or evening.

Lee's winds were expected to stay below the 74 mph threshold of hurricane strength, but the National Weather Service has issued a tornado watch for eastern Louisiana, the Florida Panhandle and southern parts of Alabama and Mississippi. It is in effect until 11 p.m. ET.

The prospect of flooding in low-lying New Orleans evoked memories of Hurricane Katrina, which flooded 80 percent of the city, killed 1,500 people and caused more than $80 billion in damage. Half of the city lies below sea level and is protected by a system of levees and flood gates.

More than 9 inches of rain fell Monday in Chattanooga, and forecasters expected rain clouds to loom over the area through the next day. The rainfall beat an all-time mark for rain in 24 hours.
