Naww, C.K. castration is fool proof.

Strict containment is the answer. In the past there was negligence and the perverts and hard criminals got out into  moderate criminal communities on mainland which is where it all went wrong. Bad language followed where ever they went and the genes of them are 1 in 5 of todays general population there from those past times. But we can learn from past. Breakout proof location properly and they and their bad genes will wipe their own selves out.

They must go extinct too with their pervert genes.

funny one and in their dreams we don't know if they'll even reach the moon. On a more serious thought when we all come for them they'll run for it it and the sixty-four thousand $ question is where will we Let them go. They will need to be Contained, isolated and most importantly able to fit in. For our reasons to keep the innocent safe and for their selfish reasons to keep themselves safe. So everyone on the same page. I would look to the past for guidance on that one and issue them with holiday vouchers straight to van demons land into a little hell through the isle of the dead and straight to Satans Lair -a one way trip express. ( surrounded by shark infested waters - and flight bans) You really can find these places on a map.  Anyone want to second that motion or think of somewhere else, because there's not enough jails in the world to house them all in.

Wonderful news. Have a nice trip to your orbit on the other side of Pluto.
