The Pentagon has approached Congress to grant the Secretary of Defense the authority to post almost 400,000 military personnel throughout the United States in times of emergency or a major disaster.
This request has already occasioned a dispute with the nation’s governors. And it raises the prospect of U.S. military personnel patrolling the streets of the United States, in conflict with the Posse Comitatus Act of 1878.
In June, the U.S. Northern Command distributed a…

The deputy, Sean Andrews, accused her of talking on her cell phone. She said she could prove him wrong.

It is surely the biggest Big Brother project yet conceived. India is to issue each of its 1.2 billion citizens, millions of whom live in remote villages and possess no documentary proof of existence, with cyber-age biometric identity cards.
The Government in Delhi recently created the Unique Identification Authority, a new state department charged with the task of assigning every living Indian an exclusive number. It will also be responsible for gathering and electronically storing…

Detectives will be required to consider accessing telephone and internet records during every investigation under new plans to increase police use of communications data.
The policy is likely to significantly increase the number of requests for data received by ISPs and telephone operators.
Just as every investigation currently has to include a strategy to make use of its subjects' financial records, soon CID officers will be trained to always draw up a plan to probe their…

CONCORD, N.H. (AP) — Tomato plants have been removed from stores in half a dozen states as a destructive and infectious plant disease makes its earliest and most widespread appearance ever in the eastern United States.
Late blight — the same disease that caused the Irish Potato Famine in the 1840s — occurs sporadically in the Northeast, but this year's outbreak is more severe for two reasons: infected plants have been widely distributed by big-box retail stores and rainy weather has…

The financial crisis is forcing investors to look at the world through new eyes. A case in point: emerging-market government bonds. When emerging-market bond spreads tightened to record lows in 2006 and early 2007, it was seen as evidence that risk appetite had run too far. Having blown out following Lehman Brothers' collapse, spreads are narrowing again -- only this time, the balance of risks is no longer so stark.
The history of emerging-market sovereign debt has been littered with…

Oregon’s House of Representatives voted Monday night to legalize the cultivation of hemp, becoming the sixth state to do so just this year.
Oregon’s Senate voted 27 to 2 in favor of the new law last week. Monday’s 46 to 11 House vote means that the measure will become law, barring an unlikely veto by Governor Ted Kulongoski.
The move is part of a rapidly growing nationwide trend to liberalize laws relating to marijuana. Hemp is a botanical cousin of marijuana,…
