Could it have been, 'his' attempt at being facetious, and or sarcastic, poking fun at Amerika?

After all - he did also include: "away from years of what he called American bullying and domination."

NEW WORLD ORDER "NWO" - Historical usage:

The phrase "new world order" was explicitly used in connection with Woodrow Wilson's designs in the period just after World War I, during the formation of the League of Nations.
