NYPD AND FRENCH POLICE SIGN LIAISON AGREEMENT

NYPD AND THE INTERNATIONAL COOPERATION DEPARTMENT OF MINISTRY OF THE INTERIOR OF THE FRENCH REPUBLIC ESTABLISH LIAISON AGREEMENT

NYPD Intelligence Detectives Currently Work With Law Enforcement Counterparts in 11 International Cities

Police Commissioner Raymond W. Kelly and Director Inspector General Emile Perez of the French International Cooperation Department of the Ministry of the Interior of the French Republic today signed a Memorandum of Understanding between the New York City Police Department and French Directorate of International Cooperation which enables information sharing and training opportunities for the NYPD and French National Police.

Kelly at Police Headquarters June 28 to formalize information sharing and training opportunities between NYPD and French National Police personnel.

The partnership between the two agencies is designed to promote collaboration and enhance police training, crime prevention and counterterrorism. Under the arrangement, the NYPD and law enforcement partners in France will assist each other in addressing transnational crime issues such as the trafficking of humans, weapons and drugs; financial crimes, cybercrime, identity fraud, corruption and violent crime.

Liaison officers have no police powers in their country of assignment but work alongside international counterparts to exchange and enhance information and best practices.

Through its overseas liaison program, the NYPD Intelligence Division maintains working relationships with 11 international law enforcement agencies in Tel Aviv; Amman, Jordan; Toronto; Montreal; Paris and Lyon, France; Madrid; Abu Dhabi; London; Singapore and Santo Domingo in the Dominican Republic.

NYPD Intelligence personnel work jointly with the Department's Counterterrorism Bureau to deploy resources as local and global conditions warrant. Following terrorist attacks in Jakarta, Indonesia; Mumbai and London, NYPD Intelligence detectives who serve as liaisons responded to the sites and provided analysis and data to inform security measures and deployments in New York City, as well as shared with members of the NYPD SHIELD program, which includes private-sector security directors.
