New U.S. Birth Certificate Requirement
Beginning April 1, 2011, the U.S. Department of State will require the full names of the applicant’s parent(s) to be listed on all certified birth certificates to be considered as primary evidence of U.S. citizenship for all passport applicants, regardless of age. Certified birth certificates missing this information will not be acceptable as evidence of citizenship. This will not affect applications already in-process that have been submitted or accepted before the effective date.
For more information, see 22 CFR 51.42(a).
To obtain a new birth certificate, see the CDC.
In addition to this requirement, certified copies of birth certificates must also include the following information to be considered acceptable primary evidence of U.S. citizenship:
If you cannot obtain a birth certificate that meets these requirements, please see Secondary Evidence of U.S. Citizenship.

Mystery, it is true they are making it more difficult to get a passport. I think what is new is that those who do not have a birth certificate will have to answer a new set of questions which will be much more difficult to answer. Also they are planning to start a system to check to see if one owes taxes before they can get a passport. As I've stated in other blogs on the subject, if you don't have a passport, now is the time to get one before they make it more difficult.
Maybe I was just so shocked that I miss read it Nikki, if that is the case my bad. I will check for my mistake.
Mystery, I don't see where it says both parents, just 'parent(s)' because like you say the father will be 'unknown' in certain circumstances.
I know that the birth certificate has been a required form of identification for a long time to acquire a pass port , but the requirement of both parents FULL names was just amended as of April 1st (I think) of the year 2011. Its not the fact that it is required, but the fact that both parents full names are required. Are you supposed to exit the womb knowing this fact and speak up with first breath of air, to make sure that it is done? Or what about the children born of rape or incest to a mother that wants only to protect her child from this fact? Or we all know its true those kids that are born to a mother that truly doesn't know who the father is for what ever reason. My question I guess is "How do you control something that is obviously not in your control from birth?" Now that i have sat and read back through my comment you could apply this question across the board to all that is happening now.
A certified birth certificate has been required to get a slave card for quite a long time. Here's more on passports:

To get a passport from CANADA - You need to disclose the name and address, with telephone numbers, of past EMPLOYERS - over the past two years.
there are many legit and illiget websites explaining how to do this. Reclaiming your strawman is a very touchy subject. i am not legally able to give legal advice so I suggest you search engine it..reclaiming your strawman is a good term to use.
How can you get around not having a birth certificate? Please explain. I am not able to save myself or my off spring or my off springs off spring but maybe the information may help some one else.

Adoptees do not get to see their original & true birth certificate in US of A in majority of States, I believe, correct me if I am wrong. With so many adoptiors aquiring children & babies from countries other than USA .. how does all these requirements fit..
