Via PopSci:
An amateur gunsmith known only as “HaveBlue” has earned the dubious distinction of ushering in the age of print-on-demand weapons. With only $30 in plastic and a commercially available 3-D printer HaveBlue succeeded in creating a fully functional assault rifle.
While there are still some details to sort out,

I read a little bout these not long ago....that is too cool.
So when is Kinkos getting a 3D printer so I can make myself a few dozen lowers...?
It should be made VERY clear that HaveBlue, the gunsmith in question, produced an AR15 lower receiver...NOT the whole rifle.
In the past few years, AR15 lower receivers have been manufactured by home gunsmiths (I loathe the term amateur, as the skills of some HG's make those of alleged professional 'gunsmiths' that infest reality TV shows look like the bad joke they are) out of every material you can think of including plastics and even wood!
ATF regard the AR15 lower as the 'gun', so by manufacturing your own, you can create your own rifle, sans FFL and other paperwork. Other components can be purchased/ made without restriction.
It would be a lot easier to buy an 80% metal forged lower (regarded as a non-firearm) and complete the reciever yourself.
Even if one is a competant engineer and has access to a workshop with mill, lathe, drill press (even a multi axis CNC) you require a lot of ability to fabricate a rifle from raw metal billet and stock or raw forgings.
The fabrication of a barrel alone, would require the creation of button rifling machine.
