Young girl sexually molested – court decided jailing would be harmful for rapist

The current system protects the criminals and shames the victims, especially for crimes committed by the "cultural enrichers" against the unwanted. The police is incapable to protects the most defenceless and if someone talks about the crimes it's "hate speech". When critique is banned, what are the options?
