What you saw on the phone camera is nothing that has not been going on since Sir Robt. Peel first started modern policing in London in the 1840's.
The only difference between then and now is the availability of persons to record on video the activity as it actually transpired.
It´s always been more or less that way amongst certain members of the law enforcement community, only now the availability to actually see it transpire from anywhere in the world now in your hand.
