A new Marshall Plan for Africa created by China. Sounds like a good idea for China. China is already spending its surplus in U.S. dollars already. China was in talks with defunked country of Iceland, who voted down austerity measures recently, to purchase "water routes" through the melting arctic ice flows. Wow...first the Panama Canal and now the Northern passage? The game is afoot. Can China spend its surplus of U.S. dollars before the U.S. can inflate its way out of debt? Allowing the Renminbi to appreciate would certainly escalate the dollar inflation!
