I urge everyone to check this file out. I downloaded it awhile back. I had sent links within e mails to a few groups I belong to and received responses back that the links were broken. This pdf explains a product I believe from these "fusion centers"...This file illustrates the "minority report-style" pre-crime powers, in direct violation of the Constitution, that many police departments possess! I challenge any of you to observe your environment and see if you can find any of the little "antennae" arrays popping up. They are everywhere in Modesto, CA which is not far from Ripon in which this file has been taken from.
