The governmentattic.org website has posted four declassified documents on Operation Garden Plot, obtained under the Freedom of Information Act. Infowars has yet to read the documents — in total, the documents are over a thousand pages.

“Operation Garden Plot is a general U.S. Army and National Guard plan to respond to major domestic civil disturbances within the United States. The plan was developed in response to the civil disorders of the 1960s and is now under the control of the U.S. Northern Command (NORTHCOM). It provides Federal military and law enforcement assistance to local governments during times of major civil disturbances,” according to a Wikipedia write-up.
Operation Garden Plot is a subprogram of Rex 84 Program, short for Readiness Exercise 1984, the military’s plan to impose martial law and intern dissidents and others in an undisclosed number of concentration camps. The existence of Rex 84 was first revealed during the Iran-Contra Hearings in 1987 and reported by the Miami Herald on July 5, 1987.
Frank Morales comments on Operation Garden Plot:
Ominously, many assume that the training of military and police forces to suppress “outlawed” behavior of citizens, along with the creation of extensive and sophisticated “emergency” social response networks set to spring into action in the event of “civil unrest”, is prudent and acceptable in a democracy. And yet, does not this assumption beg the question as to what civil unrest is? One could argue for example, that civil disturbance is nothing less than democracy in action, a message to the powers-that-be that the people want change. In this instance “disturbing behavior” may actually be the exercising of ones’ right to resist oppression. Unfortunately, the American corporate/military directorship, which has the power to enforce its’ definition of “disorder”, sees democracy as a threat and permanent counter-revolution as a “national security” requirement.
The elite military/corporate sponsors of Garden Plot have their reasons for civil disturbance contingency planning. Lets’ call it the paranoia of the thief. Their rationale is simple: self-preservation. Fostering severe and targeted “austerity”, massive inequality and unbridled greed, while shifting more and more billions to the generals and the rich, the de-regulated “entities of force” and their interlocking corporate directors know quite well what their policies are engendering, namely, a growing resistance. Consequently, they are systematically organizing to protect their interests, their profits, and their criminal conspiracies. To this end, they are rapidly consolidating an infrastructure of repression designed to “suppress rebellion” against their “authority”. Or more conveniently put, to suppress “rebellion against the authority of the United States.” And so, as the Pentagon Incorporated increases its imperialist violence around the world, the chickens have indeed come home to roost here in America in the form of a national security doctrine obsessed with domestic “insurgency” and the need to pre-emptively neutralize it. Its’ code-name: “Garden Plot”.
Morales wrote the above prior to September 11, 2001, before “everything changed.” Since 9/11. the government has enacted a number of draconian laws to complement Operation Garden Plot, most notably the Patriot Act, the John Warner Defense Authorization Act of 2007, and the Military Commissions Act. On May 9, 2007, George W. Bush signed PDD 51 into law. The directive allows the president to declare a national emergency and take total control over the government and the country, bypassing all other levels of government at the state, federal, local, territorial and tribal levels, and thus assume total and unprecedented dictatorial power.

Sec. 4125. Public works; prison camps
-STATUTE-
(a) The Attorney General may make available to the heads of the
several departments the services of United States prisoners under
terms, conditions, and rates mutually agreed upon, for constructing
or repairing roads, clearing, maintaining and reforesting public
lands, building levees, and constructing or repairing any other
public ways or works financed wholly or in major part by funds
appropriated by Congress.
(b) The Attorney General may establish, equip, and maintain camps
upon sites selected by him elsewhere than upon Indian reservations,
and designate such camps as places for confinement of persons
convicted of an offense against the laws of the United States.
(c) The expenses of transferring and maintaining prisoners at
such camps and of operating such camps shall be paid from the
appropriation "Support of United States prisoners", which may, in
the discretion of the Attorney General, be reimbursed for such
expenses.
(d) As part of the expense of operating such camps the Attorney
General is authorized to provide for the payment to the inmates or
their dependents such pecuniary earnings as he may deem proper,
under such rules and regulations as he may prescribe.
(e) All other laws of the United States relating to the
imprisonment, transfer, control, discipline, escape, release of, or
in any way affecting prisoners, shall apply to prisoners
transferred to such camps.

HISTORICAL AND REVISION NOTES
Based on title 18, U.S.C., 1940 ed., Secs. 744b, 851, 853, 854,
855 (Feb. 26, 1929, ch. 336, Secs. 1, 3, 4, 5, 45 Stat. 1318; May
27, 1930, ch. 340, Sec. 2, 46 Stat. 391).
Section consolidates section 744b of title 18, U.S.C., 1940 ed.,
with those portions of sections 851, 853-855 of title 18, U.S.C.,
1940 ed., which may not have been superseded by section 744b of
said title.
Section 851 of title 18, U.S.C., 1940 ed., was superseded except
for the proviso which formed the basis for the added words
"elsewhere than upon Indian reservations".
Section 855 of title 18, U.S.C., 1940 ed., was superseded by
section 744b of title 18, U.S.C., 1940 ed., except as to the
specific mention in section 855 of said title of expense for
maintenance and operation of camps. Hence a reference to operation
was added in subsection (c) of this section.
Section 854 of title 18, U.S.C., 1940 ed., was added as a part of
subsection (c).
Section 853 of title 18, U.S.C., 1940 ed., was added as
subsection (d) of this section, although its retention may be
unnecessary.
The phrase "the cost of which is borne exclusively by the United
States" which followed the words "constructing or repairing roads"
was omitted as inconsistent with the later phrase "constructing or
repairing any other public ways or works financed wholly or in
major part by funds appropriated from the Treasury of the United
States."
The provision for transfer of prisoners was omitted as
duplicitous of a similar provision in section 4082 of this title.
Other changes of phraseology were made.

I seen a video the other day that was a interview with a Cap Marine, the main question was if we were to get into a civil war the government that the Marines will have a choice if they believe there orders are unlawful and turning on the civilians wound not happen. their oath is to our country not Obama but I heard that obama has a privet army 20,000 strong and most of then are from Iraq. I can't prove that yet. but that is his plan to use them if the military won't fallow the king him self. I know most of you heard obama say that he wants a civilian army as strong as are military. your guess is a good as mine. I don't think the military will enter in to it unless they are with us. we really don'nt want to get into it with the cops, most are Vets. so we would have a better chabce to completing or mission. 10/4?
