It boils down to intelligence. You see it happening in your city, you take note. You become interested, then you dig for answers. It never comes up again, file the info in your mental delete tray.
It's not unknown for the alphabet soup people to 'borrow' people. I cite the drug experiments, (L.S.D.), in the '50's and 60's.
It would be odd for the homeless people I knew in Toronto to leave their belongings unattended to say the least.
All information is valuable, some you retain, some discard.

More like, shopping carts showing up in different locations with out homeless spotted in area.

The homeless dont leave everything they own in a cart and walk away. Much less this many of them. Who's making assumptions? Its an observation....the guy lives there and has never seen this before. I would say its unusual.
