I agree with Deep Space as I used to be law enforcement until I ran into too much corruption. I fought the corruption at the highest levels and still suffered the retaliation. WOW. you cannot pass out papers any longer,You need a permit to pass out a piece of paper, what kind of idiot society are we living in, any type of information you're looking for is on the Internet that we need to ban the Internet now cops are complete idiots

Very interesting! I was federally trained in the same basic academy at FLETC in Wash.D.C. 1974 for U.S. Secret Service WITH Park Police and other federal agencies, and am very familiar with Park Police and later in FLETC in Glynco Ga. for other agencies.

One of my senior instructors was a National Park Police supervisor. It is NOT against the law to peacefully assemble, or hand out leaflets, unless there is a local civil code against "littering"  or unlicensed solicitations.(NOT LIKELY)

Anyway, I must point out that only a few Park Police(noticeably very young looking,  had their name plates while the majority "removed" their name plates.(A violation and refusing to identify as they are also public officials) IUn the USSS however, it was also a ":policy" to have name plates if in uniform. The badge number, even though it may not be displayed was to be given in case someone had a "complaint".(USSS was quite different in it's mission and national security White House, etc..)

Even if it were a "minor" violation, it is usually a "ticket" or infraction, civil code violation or at best a misdemeanor and NOT usually required to be "cuffed".

Apparently, according to the ACLU there are no violations for handing out flyers as long as you are polite and not causing obstruction or littering. (any violation is a "Ticket" and no one usually get's "cuffed" unless they are deemed a "Safety hazzard" to the Agent or Police.

Any federal violations will be listed under 18 USC(United States Code) 

All this comes under NPS or National Park Service(Police)or NPSP.
