This NASA War Doc is a newer updated version of the Iron Mountian report, they are pretty much of the same plan, one can't be implimated without the other.

Even if the docs are genuine or not or just a psy-op plan; the Georgia guide stones say it all! Humans are too costly, rebellious and difficult to control. They see that there are far too many of us, as far as the Illuminati are cocerned and culling of the species is due to arrive.
