I'm sure this has been seen on Red Ice, but I'm sure this was similar to what I heard in 2000 or somewhere around that time. I pictured a giant circular metal plate with something dragging across it. We attributed it to a nuclear sub passing through the channel at that time. Dolphins washed ashore near that time too. This was at a state park in Seattle.
