The headquarters of the Luciferians (Illuminati) in the late 1700s was in Frankfurt, Germany.

After the humiliating defeat of the Vatican’ Third Reich in WWII their headquarters moved to the United States – in the Harold Pratt Building located on 58 East 68th Street New York, NY 10065. in the Upper East Side of New York City.

They moved in on April 16, 1945. They have since assumed a new identity.

They now call themselves the Council on Foreign Relations.

The Roman Catholic Church today is the center of SUN worship. Roman Emperor Constantine created the Catholic Church in 325 A.D. to honor the ancient Roman sun god Sol Invictus (“Unconquered Sun”).

The conniving Pope and his bankers were not about to lend the floundering nation any money without some serious stipulations.

So, they devised a way of taking back control of the United States and thus, the Act of 1871 was passed.

With NO CONSTITUTIONAL AUTHORITY TO DO SO - "CONGRESS" CREATED A SEPARATE FORM OF GOVERNMENT FOR THE DISTRICT OF COLUMBIA  aka (DC).

With the passage of “the Act of 1871” a city state (a state within a state) called the District of Columbia located on 10 sq miles of land in the heart of Washington was formed with its own flag and its own INDEPENDENT CONSTITUTION – the United States’ SECRET SECOND CONSTITUTION.
