Could it just be, as the documentary indicates:

A Hong Kong based analyst says in this documentary that there are sixty-four million empty apartment buildings in China. He says that China is in a property bubble bigger than the U.S.

However, developers just continue building.

 

The documentary says that there are millions of expensive homes, but millions who cannot afford to live in them.

At least "maintaining growth" this is less insane than what Krugman is pushing - A FAKE alien invasion to prop-up the economy...:

Your thoughts run parallel to mine Krypke......I wonder if the Japanese might be relocated away from the Fukushima radiation zone?  Or maybe China is expecting an influx of emmigration soon with the Earth changes and social unrest across the globe that seems to be only intensifying.

Interesting locutus, so much for depopulation in China. Perhaps these are refugee cities? I wonder how they could justify building a city that houses 12million people with no population to sustain. And they are building ten cities per yr - all vacant? 

 

I know China has vast underground cities built for fallout. I wonder if these cities are meant for population relocation in Asia. Prison cities perhaps? Hmmm... makes you wonder.
