Obama set to give child immigrants refugee status BEFORE they arrive in the US: White House floats pilot plan for Honduras in attempt to stop border crisis
"The government is considering a program to give refugee status to young people from Honduras. The plan would involve screening youths in Honduras to determine whether they qualify for refugee status. If successful the program could be expanded to other Central American families. The goal is to deter children who would not ultimately qualify for refugee status from attempting the dangerous trek to the U.S."

So is Barry under orders to goad a reaction from pissed off Americans which can be used to impliment martial law, or are the PTB now convinced that no real opposition will ever come, and they can utilise the illegals in quelling any resistance, by rounding up anyone that has shown open opposition to the agenda being carried out?
