You can actually get a colloidal making device fairly cheap (a rubber stopper(or any nonconducting material to fit over the beaker to suspend the silver from) and some alligator clips and a power source, a beaker is cheap and if you collect silver bullion the only other thing needed is distilled water, and this is easy enough to make at home. A red laser will tell you if the particles are small enough if the light shines straight through without reflecting.
