Billy Boy would be a nobody if he had been born to other parents and is far from an authority on anything.  Gates (with financing from his parents) bought the program to run a PC, made a few changes and called it DOS.  IBM (where his mommy had connections) licensed DOS from Gates for a per-copy fee and since IBM had the market power, everyone used DOS.  Microsoft schemed to get Internet Explorer installed on all new PCs and captured the market.
