It's probably because you zoomed in so close and the resolution is so poor that pixelation occurs. When you enlarge a low res image, it has to create pixels that do not exist in the original. Information is taken from existing pixels to create others. Hence, the moving anomalies. The organisms could be simple parasites(marine worms). Not uncommon at all. It is the ocean after all...
