10:17 AM is a VERY ODD TIME - to start the earthquake drill. Are you in Region 3? If you are - I think I'd take a vacation to Las Vegas for that week. It's creepy!
I do know that the FULL MOON LUNAR ECLIPSE will occur the next day on Oct. 18th, 2013 and it is supposed to be a very nasty Full Moon ramped up by the Lunar Eclipse at the same time.
