Video and still shots of where Biden was signing E.O. was reported to have been in the oval office of the White House. 

There are several things odd about this. 

A parking lot can be seen through the windows behind Biden.

There is no parking lot at the West Wing of the Whitehouse where the oval office windows face. This area is partially obstructed by trees and shrubbery. There is an access drive at some distance away from the Oval office portion of the West Wing. 

There is a parking lot on the other side of the West Wing. 

So, where was Biden?
