EU President and Rumored Alcoholic Jean-Claude Juncker Pictured in Mismatched Shoes — Wants to Lead New EU Army (VIDEO)
In July EU President appeared SO DRUNK at the NATO meetings that he had to be helped to stand and get on and off stage for the group photo.
The prime ministers of the Netherlands and Portugal, Mark Rutte and Antonio Costa, helped prop him up.
The EU later insisted that President Jeah-Claude Juncker was not drunk for the photo sessions.

Juncker has a brown shoe and a black shoe on.
