The car was seen flipped onto a barrier near 45th and Broadway.
According to the NYPD, the driver of the vehicle, 26-year-old Richard Rojas, was fleeing a robbery when he crashed—he was taken into custody and was undergoing alcohol and drug testing–the NYPD does not suspect terrorism.

New York Governor Cuomo and NYC Mayor de Blasio were on scene.
The deceased victim was identified as Alyssa Elsman of Portage, Michigan, WDIV reported. Elsman was a tourist who was walking with her 13-year-old sister, who was also wounded.
