“As you know, in a series of footnotes to its apportionment documents, the Office of Management and Budget has directed the Department to pause its obligation of USAI funding temporarily, pending completion of an ‘interagency process to determine the best use of such funds.’ These footnotes make the affected funding legally unavailable for obligation during the period of the directed pause.
As a result, we have repeatedly advised OMB officials that pauses beyond Aug. 19, 2019 jeopardize the Department’s ability to obligate USAI funding prudently and fully, consistent with the Impoundment Control Act.
We can not release funds for obligation until they can obligate, so the process has stopped for those cases whose lines are ready to execute.

I see where this is going. Under Obama Ukraine had already gotten 1 billion after forcing the firing of a prosecutor who was investigating Hunter Biden. Now there's a change of guard and the Democrats are not in office anymore profiting from or bribing a corrupt Ukraine government. Now Trump's administration is evaluating this cluster fuck and decides to hold funding on what are illegal actions going on with Democrats. Why wouldn't the president put a hold on more taxpayer money going into a corrupt cluster fuck? But, then you have Politico the most leftist source of reporting you can get taking their spin on it and trying accuse Trump's White House of doing the same thing the Democrats were doing with the Bidens and of course it 's perfectly alright for them.
