LIST OF THE NATIONS WHO ATTENDED AND AGREED TO THE 1992 RIO DECLARATION  ON ENVIRONMENT AND DEVELOPMENT (AGENDA 21)

WE HAVE REQUESTED THE LIST OF INDIVIDUALS WHO SIGNED UN AGENDA 21 FROM THE UN INFORMATION CENTER.  THE UN SPOKESPERSON RESPONDED THAT NO ONE 'SIGNED' IT--IN FACT IT WAS AGREED TO BY 'CONSENSUS' AND ALL NATIONS IN ATTENDANCE WERE IN AGREEMENT.*  
According to the UN Information Center, all nations in attendance agreed to the document.

*The United Nations Information Center does not have the names of the parties that agreed to Agenda 21--hard to believe.  The UN spokesperson doesn't even seem to know that Agenda 21 is not a treaty, but is an agreement.  Further information obtained from the UN indicated that no one actually 'signed' it, and the agreement was made via consensus.

Unfortunately, the countries that signed the treaty was the extent of what I was able to find.
