Personally, from what little he did say, I believe he simply considered this Victim DOA and it was not a 'Rescue' but a 'Recovery'. Yet, on 20-20 hindsight he'll probably regret his assessment and non-action. I don't what to judge 100% on this on but to 'judge' his actions or non-action is only normal and natural.

Perhaps the cop was providing a necessary communication element. I doubt seriously he was just standing there ordering a pizza. He may have served this woman better by communicating with emergency responders.

With this Video, he'll regret this all his life and he should.
Further investigation would probably reveal he was ordering donuts or telling his wife to put some food on the stove.
We don't know why the cop was talking on his phone rather than his cop radio or why he was standing around instead of helping, getting tools, blankets, ropes, etc. But the dumb sh*t didn;t even know where he was, he had to get this information from the guy who was recording the rescue. The rescuers had to supply a blanket and come up with a knife, apparently to cut the seat belt. Ahhh, yes, protect and serve my ass!
Either way you look at this, it isn't good. Some small Police Department? (EH?) Canadian or near the northern border?(Eh?) Most Police cruisers come with a "winch" or attachment. Or a crow bar to help pry the door, or smash out the window. No rope?? Blankets, or,...."Jaws of Life" are usually with the Fire Department.
Either way, looks like the "COP" didn't want to get wet and it is really cold.(Not a good excuse unless there are other issues that movement of the car will cause it to "Sink" further in the lake/stream or whatever that was?? Tough call, but ALL "Rural" Cops or Sheriffs usually have a special Utility JEEP with ALL kinds of special equipment instead of tying up the whole Fire Department on a single call where the nearest city or hospital is miles away.(20 miles or more....etc)
Is the woman conscious? Talking? Wearing her seat belt?? Possible NECK injuries ???
I was an EMT as part of my "Cop" Training in California.
Again, Why is he not on his Police Radio vs. a cell phone?? Talking to another cop senior to him so they can keep it off the airwaves? Or is he ordering his lunch from McDonald's or the local Donut shop?
Either way, the access can be had thru the side or back window, cut the seat belt,....but REMEMBER this, NEVER move a person unless the car is on FIRE !! Movement to get that person out "may" result in brain injuries, cervical/neck injuries or paralysis/death. Note: if Hypothermia is about to set in (even though I heard 2-3 minutes, it is not imperative just yet to move the person)
Who was taking the Video? He seemed to know more about the location than the cop? Maybe it wasn't his area? There were more people there locally. The other guys had emergency reflective jackets on?? (Who were they ??) Either way, I hope they saved her life, but the risk of moving a person is too great until emergency crews arrive. It is the "Policy" of most Police Departments to allow the Fire Department to do THEIR JOB in in the "Rescue" cause they have the equipment and special training. Neck collars, back boards,gurney's, etc..
I hope the lady turns out okay? I also hope she doesn't sue those guys that helped her.... What an insurance claim!!! I hope she was insured?? (Not drinking or using any drugs etc...) Wearing her seat belt.
