Permission to feed hungry!?? Sovereign being doesn't need permission from anyone. Nobody gets a ticket unless he/she shows 'ID', which bears the name of legal fiction character looking similar to yours.
Also, there is no law requiring anyone to introduce yourself to anyone, even those wearing costumes.

God forbid someone should take away the cops' donuts!!!! Free food is life giving substance to folks who normally could not afford to feed themselves. Those cops and their entire department should hang their heads in SHAME....
